It can be both aid to communities or direct aid to companies. Urban operations addressed now common to more than 3,000 inhabitants. This new threshold "applies only to new operations whose record was filed after the date of entry into force of the decrees," says the circular, or 1 January 2009. However, municipalities with a population between 2,000 and 3,000 people who have committed an urban operation before 1 January 2009, but over several years can benefit from new provisions for future installments. The waiting period is to say, the period during which a company or community who assisted must wait to send a new folder, is lowered from five to two years. This period may be withdrawn if exceptional circumstances or interruption of work. But
Fisac is not a cash cow. It must meet the specific needs and clearly identified, to support sustainable activities. Secretary of State invited the project leaders to rely on data and studies available to local actors and partners involved in the project and does not routinely use private firms and, secondly, 'to see to ensure consistency of their geographical and financial operation based in particular on consular networks.
